The invitation still stands.

The claim about the remark "go ahead and shoot down Russia's plane"

The sentence was uttered before the plane crisis and did not mean "you cannot shoot it down"; in Kuytul's own explanation what is being discussed is not capability but the consequences of shooting it down.
